What a 1% low actually is

If you record 10000 frames in a benchmark the 1% low is the average FPS of the slowest 100 frames. It is the number that tells you whether the game feels smooth or stuttery no matter how high the average FPS is.

A game that averages 144 FPS with 40 FPS lows feels worse than a game that averages 100 FPS with 85 FPS lows.

Checklist ordered by likelihood

1. Background CPU load

Chrome with 30 tabs Discord streaming OneDrive syncing an antivirus scan , any of these can spike a core and cause a 1-frame stall. Close them. Set Discord and Steam to not start with Windows.

2. Windows Game Bar and DVR

Xbox Game Bars background recording ("record the last 30 seconds") causes measurable frame-time hitching. Disable it in Settings arrow Gaming.

3. HAGS (Hardware-Accelerated GPU Scheduling)

On some CPU + driver combinations HAGS helps on others it hurts. Test both.

4. GPU driver stack

Perform a DDU clean install of the latest driver. Overlays (RTSS GeForce Experience Steam) can conflict disable the ones you do not need.

5. Shader compilation stutter

Common in Unreal Engine 5 games. Let the game precompile shaders on first launch do not skip the loading screen. Some titles need you to walk around the intro area once for the shaders to finish caching.

6. Storage

Games installed on a nearly-full SATA SSD or an HDD hitch hard when streaming assets. Move the game to an NVMe drive with at least 20% free space.

7. RAM speed and dual-channel

A single stick or DDR5 running at JEDEC 4800 drops 1% lows more than average FPS. Enable EXPO/XMP and use two matched sticks.

8. Thermal throttling

HWInfo64 arrow check CPU package power and GPU hotspot. A CPU hitting 95 C throttles cores momentarily and destroys 1% lows. Repaste or improve airflow.

9. VRAM saturation

If VRAM usage sits at max the GPU streams from system RAM over PCIe and hitches. Lower textures one notch or upgrade the card.

10. Windows power plan

Set to Ultimate Performance. Balanced can park cores and add latency.

Verify with a proper tool

CapFrameX or PresentMon show frame times as a graph. Any spike above 20 ms is a visible stutter. Fix until the graph is flat not until the average number is high.
